Whistler’s Rental Covenants: Phase 1 vs. Phase 2 Properties

If you’re considering purchasing a property in Whistler, it’s important to understand the differences between Phase 1 and Phase 2 rental covenants. These designations determine how you can use and rent out your property—and they can have a significant impact on your lifestyle and investment goals.

Phase 1 Zoning: Maximum Flexibility

Phase 1 properties offer the greatest flexibility in Whistler. You can:

  • Live in the property full-time

  • Rent it out nightly (short-term)

  • Rent it out long-term

  • Use it for a combination of personal use and rentals

With a Phase 1 property, you have full control over how your unit is rented. You can manage it yourself using platforms like Airbnb or VRBO, or hire a full-service property management company to handle bookings and guest services for you. These properties are generally not part of a rental pool, so you retain all rental income (less any applicable management fees).

Whether you’re seeking a weekend getaway, a part-time residence, or an income-generating property you can still enjoy personally, Phase 1 zoning offers the most options.

Phase 2 Zoning: Limited Personal Use, Hands-Off Investment

Almost all of Whistler’s hotels fall under Phase 2 zoning. Some well-known examples include:

You earn a share of pooled hotel revenue for every night your unit is available and not in use. For nights you occupy the unit, you forgo that income. In nearly all cases, owner-direct rentals are not permitted, and bookings must go through the hotel’s internal system.
